JAKARTA, KOMPAS.com - State Secretary Sudi Silalahi admits that he has received the letter from parliament, signed by Marzuki Alie, regarding the conclusion and recommendation of the inquiry committee on Century Bank's case. The letter has been processed to be delivered to President Susilo Bambang Yudhoyono, who is currently doing official visits to Australia and Papua New Guinea.
The letter, numbered PW.01/2045/DPR RI/III/2010 from last Friday, arrived at the State Secretary on Monday evening. President Yudhoyono left the country for Australia and Papua New Guinea on Monday night, at 10.10 pm.
Seven pages
Kompas received a copy of the letter from House speaker Marzuki Alie for President Yudhoyono on Tuesday. The letter is seven pages long. One page is the foreword, while the rest contains the House's decision No. 6/DPR/RI/II/2009-2010 on the House agreement regarding the conclusion and recommendation of the inquiry committee on Century Bank's case.
The first conclusion from the inquiry committee stated that the disbursement of the short term liquidity support by Bank Indonesia (BI) and the temporary capital by the Deposit Insurance Agency are from the state finance.
The letter also stated a suspicion of violations in policy making by monetary and fiscal authorities, which led to various other violations of execution since the operational of Bank CIC; the acquicition of Bank Danpac and Bank Pikko by Chinkara Capital; the merger of Bank CIC, Bank Danpac, and Bank Pikko, into Century Bank; and also the decision and disbursement for the short term liquidity support and temporary capital.
The House suspects authority abuse by monetary and fiscal authorities, which implicates the controlling share-holder, the staff and management of Bank CIC and Bank Century, the debtors and also some customers. This indicates losses on state finance and economy, and all of which can be considered as suspicions of corruption.
Boediono and Sri Mulyani still mentioned
Regarding the responsible parties, several names have been identified by Golkar, PDI-P, PKS, and Hanura fractions in the committee. Among the names are former BI governor Boediono, former Committee for Financial Sector Stability chief Sri Mulyani Indrawati, other BI and state officials, and Century Bank management staff.
The House also admitted in the letter that the probe and disbursement tracing of the temporary capital to certain political parties and certain president-VP candidates are are still unresolved due to the limited time and obstacles in pro justisia authorities.
The letter recommended that the violations and authority abuse be handed over to the law enforcers, namely the National Police, AGO, or Corruption Eradication Commission.
The House also requested the government to draft and revise various laws regarding the management of the monetary and fiscal sectors. The government should also reimburse the assets unlawfully taken away by the owner and staff of Century Bank by doing a forensic audit on the fund disbursement. The audit should be done by a public accountant office under the supervision of the Century inquiry committee's monitoring team.
The letter also stated that the House should form a Monitoring Team for the follow-up of the recommendation by the Century inquiry committee. The team will see that the recommendation is executed and that the fund disbursement tracing and asset reimbursement will all be finished by December 2012. BI and the government are urged to resolve the problem of the customers of PT Antaboga Delta securities by proposing a solution to the House first. (Suhartono/C17-09)
